The Deputy Chief - Transportation Projects leads the division's work on state and federally grant funded transportation projects. These projects involve multi-modal elements as well as vehicular capacity improvements and are substantial in terms of cost, scope, and complexity. The Deputy Chief - Transportation Projects has regular communications with internal stakeholders and senior persons at all levels of County government, which require tact and diplomacy. Collaboration with external stakeholders, including government agencies, vendor companies and community members, is a vital component of the work of the Deputy Chief - Transportation Projects. This position is a supervisory one under the direction of the Chief of Facilities Planning & Construction.
As principal point-of-contact for assigned projects, the Deputy Chief - Transportation Projects manages projects through all phases and activities of the project life-cycle process.
Essential functions and responsibilities include, but are not limited to, the following:
• Project management for locally administered projects.
• County representative for Virginia Department of Transportation (VDOT) administered project coordination.
• Ensures that federal, state and local transportation funds are properly appropriated, authorized, and utilized throughout project development and delivery.
• Manages local assistance reimbursement payments for Virginia Department of Transportation projects.
• Ensures successful management and administration of assigned construction projects, with effective communication between VDOT technical staff and community stakeholders.
• Identifies and defines the scope and objectives of each project, considering stakeholder needs and requirements, and plans an effective strategy.
• Develops detailed work plans, schedules, project cost estimates, budget/resource plans, and cost-benefit analysis.
• Organizes/selects/leads project teams. Organizes project team meetings capturing notes and follow-up action items.
• Manages the integration of contractor tasks and reviews contractor deliverables; provides technical and analytical guidance and direction to the project team; and recommends and takes action to direct the analysis of and solutions to problems.
• Creates status reports and attends status-related meetings to communicate project updates.
• Manages project budgets by tracking and forecasting required expenditures.
Monitors project activities to mitigate risk and escalates issues appropriately.
Prepares, implements, monitors, and updates the project plan continuously.
• Maintains a high level of customer service, resolves complaints, and recommends changes in policies and procedures to improve services to the public and other customers.
• Creates status and project reports, conducts routine project meetings and communicates project updates to all stakeholders.
• Designs and/or conducts analytical studies, cost-benefit analyses and performs other research to ensure compliance with laws, regulations, policies, standards or procedures.
• Assesses and applies industry approaches and best practices to project management that lead to proves successful project outcomes on a consistent basis.
• May lead and/or participate in the development of the Capital Improvement Program for transportation projects.

Qualifications: Any combination of education and experience equivalent to degree from an accredited four-year college or university which provides the required knowledge, skills, and abilities. Minimum of five years of comprehensive transportation project management experience in full life-cycle project management that includes experience in directing and leading project teams. Preferred qualifications: Four-Year College Degree or master's degree in civil engineering or related field. Progressive responsible experience in management and administration of diversified transportation engineering and/or transportation project management. Extensive experience leading and supervising construction and engineering efforts. Experience with locally administered transportation projects. Extensive experience conducting constructability reviews focusing on scheduling, assessments, and report recommendations for highways and structures.
Knowledge, Skills & Abilities: Direct experience managing transportation projects in the public right of way. Strong familiarity with VDOT requirements for design, construction and grant funding compliance. Practical grasp of civil engineering principals related to transportation projects. Demonstrated work experience in budget preparation and monitoring expenditures, and general business practices. Practiced in preparing reports, conducting analyses, and presenting projections. Skilled in providing excellent customer service to internal and external customers and demonstrated ability to communicate effectively both orally and in writing. This position is required to drive and must meet eligibility requirements of the County's safe driver policy. Requires a comprehensive, intensive practical knowledge of substantive project management principles, practices, methods, approaches, procedures, and a technical knowledge base of sufficient depth and breadth in a variety of complex and challenging project assignments of significantly large scale and considerable cost. Strong written and verbal communications skills. Strong technical reading and writing skills. Strong skill in computer software (e.g., Microsoft Office, Microsoft Project, Adobe Acrobat).
Physical Conditions & Nature of Work Contacts: Work is typically performed in an office setting, with substantial time spent on active jobs sites. Continuous ability to communicate by phone is necessary. Operation of County vehicles to travel to locations throughout the County is required. Occasional need to perform urgent tasks to meet organizational deadlines. Work activity after normal duty hours and occasional weekend duties are necessary. Depending on assignment, exposure to conditions typical of active construction sites on a regular basis.

Salary Range $64,654.00 - $105,534.00 / Per Year, depending on education, experience and internal equity
