SUMMARY: Work involves ensuring the interest of public safety, health, and general welfare through compliance of national, state and local policies codes, regulations, ordinances and statutes as they pertain to residential and commercial buildings and related structures through the performance of inspections and review of permit applications and plans to ensure conformity with established building codes as required by law; interfaces with state and local officials to ensure public safety in the building process and compliance with accepted building standards.

• Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations and statutes.
• Demonstrate competent knowledge of all Departmental and Divisional Key Functions and their associated processes.
• Responsible for reviewing submitted plans and permit applications to determine if they meet the requirements of various Florida State Building Codes and standards that have been adopted by the jurisdiction and Florida Statutes law. This level of plans examiner shall be able to review plans for any size structure in any occupancy classification.
• Responsible for performing inspections of structures to determine compliance with various Florida State Building Codes and Standards adopted by the City. This level of inspector shall be able to Provides technical assistance in construction matters as they pertain to local and state codes to the public, contractors, design professionals, state and local officials.
• Performs other related duties as assigned.

• Knowledge of departmental policies, procedures, and practices.
• Knowledge of Planning/Development review software
• Skill in the use small office equipment, including copy machines or multi-line telephone systems.
• Ability to supervise, communicate, and organize effectively.
• Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people or things.
• Ability to communicate with people from all walks of life in a clear and professional manner; maintain constructive working relationships; to convey or exchange information, and to maintain constructive exchanges with individuals that may be upset and/or emotional.
• Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
• Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.

• Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks.
• Ability to acquire and expound on knowledge of topics related to primary occupation.
• Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
• Ability to inspect items for proper length, width and shape.
• Ability to differentiate colors and shades of color.
• Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
• Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.
Licenses or Certifications:
Minimum: Valid driver’s license, a Standard Florida license as a Building Plans Examiner and Building Inspector:
Desired: Additional qualification and licensure in one or more of the of the following disciplines to include, Electrical, Plumbing, Mechanical to include ICC certification as a Building Code Administrator (Building Official) and or Florida Standard License as Building Code Administrator are highly desirable. Annual pay increases with each standard license above the minimum required.
PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be physically able to operate a variety of essential job-related machines and office equipment. Must be able to move or carry essential job-related objects or materials. NOTE: This position is occasionally required to work at a desk in an office environment. On a regular basis employee must be able to perform inspections at job sites including open lots and buildings under construction. May involve traversing rough terrain. Will require mobility in and out of vehicle. On a regular basis, the employee may be exposed to any number of the physical requirements listed below and must be capable of:
Climbing three or more stories
Climbing ladders
Working in hazardous conditions (projects under construction)
Working around loud, heavy equipment
Intermittently sitting, standing, stooping, bending or crouching
Using tools requiring a high degree of dexterity
Working outdoors and occasionally in hot, cold or inclement weather, Lifting objects which may sometimes be over 25 pounds
SUPERVISORY RESPONSIBILITIES: Supervision of other city employees is not required of this position.
Qualifications
Education and Experience: High School graduate/GED. Must have a minimum five (5) years of combined experience in the field of construction or a related field, building code inspection, or plans review; or a combination of postsecondary or technical education in the field of construction or a related field and experience which totals 4 years, with at least 1 year of such total being experience in construction, building code inspection, or plans review; or any other as described in Florida Statutes 468. Skills and experience in using common computer hardware and software to perform tasks.
