Assist the division in providing safe, efficient and cost effective solid waste disposal and recycling service within local, state, and federal environmental guidelines for Leon County Solid Waste. Operates a variety of equipment, heavy, mobile and stationary, and screens waste for prohibited materials. This position is necessary to meet Florida Department of Environmental Protection Solid Waste permits.

This position is required to work 15-hour day with the shift beginning 2:30 AM and ending 5:30 PM.
There are two shifts:

  1. 5 hours Saturday, 5 hours Wednesday, 15 hours Thursday and 15 hours Friday
  2. 15 hours Monday, 15 hours Tuesday, and 10 hours Wednesday.

These two shifts switch every three months.

ESSENTIAL DUTIES
  • Operates and maintains a variety of heavy equipment and transport trucks such as articulated front-end loader, skid steer, off road dump truck, loader/backhoe, road grader, mechanical sweepers, mechanical vacuum, and track and wheeled excavators.

  • Maintains an accessible disposal and recycling area for customers.

  • Coordinates activities of customers and truck drivers to ensure proper traffic control, litter abatement and removal of prohibited waste. 

  • Ensures compliance with FDEP operating permit conditions.

  • Ensures work area is clean by the end of the day.

  • Screen Waste for Prohibited Materials Inspect incoming loads for waste tires, household hazardous waste, medical waste and other prohibited materials.

  • Remove prohibited items for proper disposal.

  • Notify hauler and scale house of prohibited waste.

OTHER IMPORTANT OR MARGINAL DUTIES

Performs other related duties as required.

DIFFICULTY

This position adheres to guidelines, policies and operating procedures; makes independent judgment in the field, encounters deadlines/shifts in attention when dealing with monitoring activities, encounters problem solving when dealing with employee performance, and exercises difficult or creative thinking when resolving personnel and citizen complaints.

RESPONSIBILITY: 

Supervision Received

Position duties range from defined to somewhat defined.  Work is periodically checked.  Guidance is sought concerning employee discipline and performance problems, equipment replacement, and concerns of citizens. Position is required to adhere to Leon County policies, procedures, and other manuals.

Supervision of Others

None. 

INTERNAL AND EXTERNAL CUSTOMER CONTACT

Position has interdepartmental contact with fleet and facilities management. 

EQUIPMENT AND TOOLS USED

Operates the following tools and equipment:  car and/or light truck, articulated front-end loader, skid steer, off road dump truck, loader/backhoe, road grader, mechanical sweepers, mechanical vacuum, and track and wheeled excavators, Bucket truck, roll-off truck, water truck.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed mainly outdoors with exposure to inclement weather conditions, exposure to insects, animals, et cetera.  Physical demands include standing, walking, sitting, lifting and pushing in excess of 50 pounds, climbing, stooping, reaching, et cetera.  

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of reading and arithmetic.  
  • Knowledge of the occupational hazards and necessary safety precautions in the operation of equipment assigned.  
  • Knowledge of the components, parts, operating principles, and maintenance requirements of equipment assigned.  
  • Knowledge of solid waste screening requirements. 
  • Ability to pay close attention to details.  
  • Ability to calculate and maintain simple records accurately.
  • Ability to follow oral and written instructions.
  • Ability to lift and push up to 50 pounds.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to read an equipment operational manual, instructions sheet or written rules and procedures.
  • Ability to operate equipment requiring manipulation of multiple controls, where eye/hand/foot coordination is essential for safe and productive operations.
  • Ability to issue assignments and directions.
  • Ability to make independent judgments in the absence of supervisor.  
  • Ability to coordinate hands and eyes accurately in operating vehicles and hand-held equipment.

MINIMUM QUALIFICATIONS

Requires a high school diploma or an equivalent. Requires a CDL Class B operator's license.

NECESSARY SPECIAL REQUIREMENTS

CDL Class B operators license.
