TCSEPP Program Manager - Social Work Office of Research & Public Service (SWORPS) – East TN

Regular Full time, Exempt position - Market Range 10 – Salary range: 60K

This position requires the flexibility of working occasional nights, weekends, and overnight travel.

The University of Tennessee Knoxville, College of Social Work, through the Social Work Office of Research and Public Service (SWORPS) is accepting applications for a Manager for the Tennessee Child Support Employment & Parenting Program (TCSEPP). This position supervises and directs the SWORPS' Tennessee Child Support Employment and Parenting Program (TCSEPP) staff and is responsible for meeting program goals and criteria for Tennessee Department of Human Services (TDHS) grant funded program, establish program procedure, assure contract compliance (scope of service), assist with budget, personnel, and service delivery.

Job duties are primarily the following:



Supervision
- Manage the work and supervise the work of TCSEPP staff within the multi-county Judicial Districts

- Share responsibility for interviewing, hiring, and training employees

- Plan and direct the work of Coordinators, evaluate Coordinator performance, address Coordinator complaints, and resolve Coordinator problems

- Provide leadership and guidance to Coordinators in keeping with the TCSEPP Practice Model and Practice Guide

- Monitor and verify work prepared by Coordinators for accuracy, completeness, and timeliness

- Assist Coordinators with analyzing/resolving issues with participants with whom they work

- Plan and facilitate Coordinator meetings and development sessions

- Provide individual counseling and guidance to Coordinators in meeting their goals

- Prepare performance evaluations and maintain records of issues and performance

Program Coordination & Outreach

- Assist in developing, administering, and monitoring program budget and expenditures seeking effective ways to provide services

- Collaborate and coordinate with TDHS Partners, Attorneys and Court Magistrates to promote TCSEPP, resolve program concerns, and assure continued referrals

- Meet with different community agencies to educate, review program services, and build relationships as needed

- Maintain positive relationships with TDHS - particularly Child Support - to ensure consistency and cooperation

- Prepare and conduct presentations to the community and at regional and national conferences

- Participate in community collaborative efforts and coalitions

- Develop program materials and outreach materials; update regularly to ensure accuracy

- Evaluate the effectiveness of ongoing activities

Program Monitoring & Reporting

- Provide quality assurance oversight to ensure all data collection requirements are complete and accurate

- Conduct regular case reviews to ensure quality service in keeping with the TCSEPP Practice Model and Practice Guide; report results to the Regional Director

- Analyze data to monitor goal attainment and program progress

- Coordinate with evaluator to provide necessary information for reports to funder that captures impacts with non-custodial parents, families, and community agencies

- Monitor referrals and adjust program caseloads of Coordinators to ensure quality program delivery

- Review program services and outreach services to ensure the highest level of quality and efficiency

- Other duties as assigned



POSITION REQUIREMENTS:

- Bachelor’s degree & 4 years of experience with direct service program planning, coordination including 1 year supervision experience.

- Candidates with a Master’s degree in a related field only require 2 years of experience including 1 year supervision experience.

- In lieu of a bachelor’s degree, candidates with 3 additional years of experience will be considered. 

Preferred experience:

- 7 years of experience with direct service program planning, coordination, and supervision.
