The York County Planning Commission is seeking a Community Planner to join the Long Range Planning Division and be part of the planning team. The Community Planner will assist with review, development, and implementation of the County Comprehensive Plan, as well as related policies and programs. In particular, a role of the Community Planner is to increase awareness of diversity, equity, and inclusion principles during the planning process and develop strategies to incorporate these principles. Additionally, this individual will work with municipalities and other stakeholders to develop and facilitate strategies and actions to create a community where its citizens and members feel safe, respected, and comfortable in being themselves and expressing all aspects of their identities.
Qualifications: Bachelor’s Degree required, Master’s Degree preferred. Candidates will be considered with a major in community planning, public administration, social justice, or other related area. Experience in community planning, environmental justice, community engagement, and/or diversity and inclusion policy development and implementation is preferred but not required. An equivalent combination of formal education, training, and experience may be considered. Conversational Spanish and experience in a public agency are a plus.
Responsibilities:
- Compile information on race, ethnicity, and poverty on a countywide basis, as well as housing, educational attainment, income, employment and other data. Present the information through a variety of media including thematic mapping, photos, and personal stories, as well as traditional graphs and charts, to provide context to the data and statistics.
- Review current County Comprehensive Plan components and related policies and programs, as well as municipal land use ordinances. Present suggested amendments to senior staff and Division Chief that could lead to meaningful, systemic change toward more equitable environments.
- Prepare or assist with updates to County Comprehensive Plan components and related reports; provide guidance to create a diverse, equitable and inclusive planning process.
- Assist with community engagement and suggest creative ways to increase participation by all segments of the population.
- Develop, strengthen, and maintain partnerships with municipal officials and constituents in the community to help implement the County Comprehensive Plan and promote York County as a welcoming community for all.
- Develop metrics and conduct periodic reviews to measure success of diversity, equity and inclusion principles implemented through Planning Commission programs and activities; prepare and present reports.
- Assist with and/or facilitate meetings, training courses, and other duties as assigned.
Skills and Abilities:
- Computer literacy in Microsoft Office products including desktop publishing
- Excellent oral and written communication skills
- Effective public speaking and presentation skills
- Meeting facilitation skills
- Ability to gather, consolidate, and analyze information and conduct basic statistical analyses
- Ability to understand, be sensitive to, and respect diverse socio-economic, ethnic, religious, and cultural backgrounds, as well as disabilities and sexual orientation
- Ability to maintain tact and discretion in challenging situations and interactions with the public
The Community Planner reports to the Chief of the Long Range Planning Division.
